Launchpad Translations is a part of [Launchpad], a web platform for supporting free software development.

It allows projects to host their translation projects there, manage their translation teams, access a large pool of existing free software translators. It's web-based, but allows offline translation as well through import and export of PO files.

It is proprietary (in some sense of the word, since it's not distributed: it's a web-based solution), but is designed around the model of free software translations.
